Under the EU Cosmetics Regulation (EC) No 1223/2009, a cosmetic product may only be placed on the market if a Responsible Person established in the EU has been designated for it. The UK and Türkiye have the same principle in their own rules. A manufacturer outside the region can appoint a Responsible Person by written mandate.
The Responsible Person's name and address must appear on the label. Authorities and consumers contact this address.

Frequently asked questions
Do I need a Responsible Person to sell cosmetics in the EU?
Yes. Regulation (EC) No 1223/2009 requires a Responsible Person established in the EU for every cosmetic product placed on the EU market. If your company is outside the EU, you can appoint an EU-based Responsible Person by written mandate.
Is the EU Responsible Person also valid for the UK?
No. Since Brexit, Great Britain has its own cosmetics rules. Products sold in Great Britain need a Responsible Person established in the UK and a notification on the SCPN portal. Northern Ireland follows the EU rules.
What is the difference between CPNP and SCPN?
CPNP is the EU's Cosmetic Products Notification Portal. SCPN is the UK service for submitting cosmetic product notifications. A product sold in both markets needs both notifications.
What does the US Agent do under MoCRA?
A foreign facility that registers with the FDA under MoCRA must name a US Agent. The US Agent is the FDA's contact in the United States for that facility.
Do you prepare the safety report (CPSR)?
Yes. We prepare the Cosmetic Product Safety Report together with a qualified safety assessor, based on your formula, raw-material data and test results, and include it in your Product Information File.
Which documents do I need to start?
Usually the full formula with INCI names and percentages, raw-material specifications and SDS, the label artwork, and any test reports you already have. We send you a checklist after the first review.
