Biocidal products regulation (BPR) support
Products that claim to kill or control harmful organisms — such as disinfectants, antibacterial hand gels or insect repellents — are biocidal products, not cosmetics. We help you check the status of your product and plan the route to market.

Questions
Is a hand sanitiser a cosmetic or a biocide?
It depends on the main purpose and claims. A product mainly claiming to kill germs is usually a biocidal product.
What is the Article 95 list?
A list published by ECHA of suppliers of active substances. Biocidal products may only be made available if the active substance supplier is on it.
Can I sell a biocide without authorisation?
Only where transitional national rules allow it. Otherwise an authorisation is required.
