EU Responsible Person for cosmetic products
To sell a cosmetic product anywhere in the European Union, a Responsible Person established in the EU must be designated. Our Hungarian company, Kompass Europe Holding Kft. in Budapest, takes on this role for brands from outside the EU and for EU companies that want to outsource it.
Legal basis: Regulation (EC) No 1223/2009 on cosmetic products, Articles 4 and 5.

Questions
Can a distributor be the Responsible Person?
A distributor becomes a Responsible Person if it places the product on the market under its own name or trademark, or changes it in a way that may affect compliance. Otherwise the manufacturer or importer designates one.
Whose address goes on the label?
The name and address of the Responsible Person. With our service, this is our address in Budapest.
Does one Responsible Person cover all EU countries?
Yes. A single Responsible Person established in the EU covers the product in all member states. Label language requirements still depend on each country where the product is sold.
